Lines through items usually suggest to me that the shopper has bought the crossed-out item. However, on this list I'm not sure. The problem lies in the fact that only "CHEESE" and "POTATOES - VEGES" have been crossed out, while there are still loads of items left on the list. Key to this is that "MILK" - an item that I see as a staple - remains uncrossed.
It's very confusing indeed.

I think you need to allow for the fact that half way through the shop, the shopper might have:
a) simply got bored of crossing things off
b) dropped the pen
c) dropped the shopping list
There could have been 1 more possibilitie.
1. This guy did not have enough time to buy all his items. So he decided to get the items that we're only useful to him in the nearest future.
Although this person mite have had other errands to run.
